Lucy Louisa Flower

Social reformer Lucy Louisa Flower worked to convince the City of Chicago that courts should stop trying abandoned or neglected children as adults.  As a result, in 1899, Cook County established the first Juvenile Court to hear cases of children under 16 years of age.  Cities worldwide followed suit and established their own juvenile court systems.  She lived at 1920 West Wellington Avenue with her family.
